Background of the Study
Decentralization has emerged as a key strategy for enhancing local governance and fostering community-driven development. In Kano, decentralization initiatives have influenced the planning and promotion of the Hausa language by transferring greater authority to local governments and community organizations. This shift enables tailored language planning that reflects the unique cultural and social needs of the region (Abdullahi, 2023). Local authorities now have increased autonomy in developing curricula, media content, and cultural programs that prioritize the Hausa language. Such initiatives aim to promote linguistic standardization, cultural preservation, and enhanced public participation. However, decentralization also presents challenges, including disparities in resource distribution, varying levels of administrative capacity, and potential conflicts between central policies and local priorities. This study investigates the impact of decentralization on Hausa language planning in Kano by analyzing policy implementation at the local level, assessing the successes and challenges of decentralized approaches, and exploring the implications for language maintenance and cultural identity (Umar, 2024).
Statement of the Problem
Despite decentralization efforts, the effective planning and promotion of the Hausa language in Kano remain inconsistent. Challenges such as unequal resource allocation, administrative inefficiencies, and misalignment between central directives and local needs impede progress. These issues hinder the capacity of local authorities to implement language planning strategies that preserve and promote Hausa effectively. This study seeks to address these challenges by investigating how decentralization influences language planning and identifying strategies to overcome obstacles (Abdullahi, 2023).
